Go­tong Ro­yong So­cial Ma­nage­ment

This dis­ser­ta­ti­on in­ves­ti­ga­tes Go­tong Ro­yong, a Ma­lay­si­an prac­ti­ce of mu­tu­al help in re­si­den­ti­al neigh­bour­hoods, as a ma­nage­ment mo­del for so­cial wel­fa­re care ser­vices. It ar­gues that Go­tong Ro­yong is more tha a com­mu­ni­ty ac­ti­vi­ty; it pro­vi­des groun­ded frame­work for or­ga­ni­zing and ma­na­ging wel­fa­re pro­vi­si­on. In­spi­red by Malaysian‚s coll­ec­ti­ve re­spon­se to mon­so­on floods, the stu­dy asks whe­ther the th­ree Go­tong Ro­yong pha­­ses-pre­­pa­ra­­ti­on, co­ping, eva­lua­ti­on – can be ad­apt­ed by broa­der wel­fa­re ma­nage­ment. Using in­ter­views , case stu­dies and li­te­ra­tu­re ana­ly­sis , the re­se­arch iden­ti­fies four ma­nage­ment func­tions in Go­tong Ro­yong: plan­ning, or­ga­ni­zing, lea­ding and eva­lua­ting. From the­se fin­dings the Go­tong Ro­yong Ma­nage­ment Mo­del (GRMM) is for­mu­la­ted, em­pha­si­zing co­ope­ra­ti­on, shared re­spon­si­bi­li­ty, coll­ec­ti­ve de­cis­i­on ma­king and com­mu­ni­ty par­ti­ci­pa­ti­on. Com­pared with esxt­ab­lished frame­work, the GRMM of­fers a col­la­bo­ra­ti­ve, par­ti­ci­pa­to­ry and con­text spe­ci­fic ap­proach. The dis­ser­ta­ti­on con­cludes the the GRMM is a prac­ti­cal, sus­tainable and ap­pro­pria­te struc­tu­re for im­pro­ving coor­di­na­ti­on, or­ga­niza­ti­on and de­li­very of wel­fa­re ser­vices. It con­tri­bu­tes to ma­nage­ment theo­ry and so­cial work prac­ti­ce by show­ing how the in­di­ge­nous va­lues can streng­thening ser­vice de­li­very, fos­ter in­clu­si­on and build a more re­si­li­ent Ma­lay­si­an so­cie­ty.
